Pasdar-e-Pakistan will serve as an inclusive platform for all and will host (encourage, activate, support and promote) issue-based, challenge-specific networks and alliances. Keeping with the vibrant energy and dynamism intrinsic to our society's form and function, it will afford its member entities a right to choose the issues they wish to pursue.

Pasdar-e-Pakistan will help civil society become an organized and connected force for strengthening democratization resulting in the overall well being of all citizens alike regardless of their individual outlooks. Since our political system tends to serve the dominant interests, Pasdar-e-Pakistan will ensure that the voice of those on the margins of our socio-political system is also heard. Pasdar-e-Pakistan desires to serve the true spirit of real democracy by involving people in problem solving as they are the best judges of their own respective issues. The outcome – like that of any civil society initiative, will be social and societal common good which Pasdar-e-Pakistan will be able to negotiate with either the state and its agencies or with the market and its forces.

Pasdar-e-Pakistan will take its membership from general public, community-based organizations, trade and labor unions, lawyers/bar associations, farmers' organizations, social scientists, journalists/ press clubs, physicians, working class intellectuals, students, writers, poets, thinkers, businesspersons and other professionals and non-professionals alike who may not have a qualification but have the required will to pursue motives. Pasdar-e-Pakistan shall attempt to create and deploy an activist network with intimate knowledge of local issues and full commitment to grass root activism. Pasdar-e-Pakistan will have a National Secretariat in Islamabad to coordinate its work across Pakistan. It will have six regional secretariats one each in Punjab, Sindh, Balochistan, N.W.F.P, AJK and Northern Areas.
